We would like to see the City of Chicago establish a dedicated revenue source to support programs and services for families with young children prenatal to age 5 the way that some other cities across the country have done. 

We need to research the process by which other cities established their children's funds, analyze for applicability to the Chicago context, and create a multi-year roadmap for achieving this goal in Chicago, including which stakeholders need to be engaged and when. 

This project will be successful if it provides a relevant step-by-step multi-year project plan for establishing a dedicated revenue source to support early childhood programs and services in Chicago. The project plan would need to take into consideration the nuances of early childhood governance in Chicago, Chicago's city budget politics, and other context-specific information in order to be relevant and useful.
