Project Synopsis: Challenge/Opportunity
Family Forward is building momentum for a bold and necessary transformation: a dedicated public revenue stream to sustainably fund Oregon’s care infrastructure. This includes childcare, paid leave, long-term care, and other support systems that allow caregivers to thrive and communities to prosper. While previous wins have laid the groundwork, the next phase of work will require sophisticated planning that integrates public policy, community organizing, and political strategy.

This Capstone project invites NYU Wagner students to support Family Forward’s 2026 campaign vision by mapping revenue options, assessing ballot initiative feasibility, and co-developing a playbook for power building. Through research, stakeholder engagement, and strategic synthesis, the student team will help Family Forward refine its advocacy roadmap and grow Oregon’s care economy movement.

Project Synopsis: Activities/Actions Required
  1. Research local and national precedents for funding public care infrastructure through ballot measures, tax initiatives, and dedicated revenue mechanisms.

  2. Evaluate potential revenue streams (e.g., payroll taxes, business taxes, surcharges) and analyze their fiscal, political, and equity implications in Oregon’s policy environment.

  3. Conduct stakeholder mapping to identify key champions, opposition, coalition partners, and mobilization targets at the local and state levels.

  4. Explore ballot initiative feasibility, including legal considerations, timeline planning, and community readiness.

  5. Co-create a strategic campaign playbook outlining policy goals, messaging pillars, organizing strategies, and a timeline aligned with the 2026 election cycle.

The project should reflect Family Forward’s values of racial, gender, and economic justice, while offering realistic pathways for campaign activation and stakeholder alignment.
