Project Synopsis: Challenge/Opportunity
The Old Astoria Neighborhood Association (OANA) is advocating for a comprehensive neighborhood rezoning of the area south of Broadway in Astoria, known officially as the Ravenswood Rezoning. Unlike piecemeal ULURPs, neighborhood-wide rezonings offer the opportunity to integrate land use planning with broader quality-of-life considerations—such as housing, transit, green space, and economic opportunity.
With prior rezonings in Dutch Kills and Astoria North already implemented, the Ravenswood area presents a unique opportunity to study neighborhood rezoning impacts and design a framework that promotes inclusive growth, community participation, and sustainable urban development. OANA seeks support in analyzing current zoning conditions, studying previous rezonings, and crafting recommendations for a community-informed, equity-driven rezoning proposal.
Project Synopsis: Activities/Actions Required
  1. Analyze the current zoning conditions and land use patterns in the Ravenswood rezoning area.
  2. Evaluate past rezonings in nearby Dutch Kills and Astoria North to identify transferable lessons and best practices.
  3. Map community assets, housing needs, transit access, green spaces, and commercial corridors to guide future zoning decisions.
  4. Engage with local stakeholders (e.g., residents, businesses, elected officials) to identify priorities and concerns.
  5. Develop a zoning and land use framework that balances housing expansion with long-term affordability, infrastructure, and neighborhood character.
Project Synopsis: Expected Results
  • Delivery of a comprehensive zoning analysis and land use baseline report.
  • Clear comparison of past rezonings and their outcomes to inform the Ravenswood proposal.
  • A community-informed strategy for equitable development in the proposed rezoning area.
  • Visual and narrative tools to support advocacy with the City Council and DCP.
  • Increased local awareness and alignment around the goals of neighborhood-level rezoning.
